Admissions to Masters in Public Policy (MPP)


St. Xavier’s College, an Autonomous College under the University of Mumbai, invites applications for the Entrance Test and consequently for Admission to the two-year full-time Masters in Public Policy (MPP) for the Academic Year 2021-2022. Students with a Bachelor’s Degree in any faculty or discipline, with a minimum of 50% marks can apply for this course.

Candidates are required to fill the Online Application Form.

  • The online application portal will be open from 23 May 2021 to 23 June 2021.
  • Candidates are required to fill the application form and make the payment for the online admission test only through the online portal of the college.


Instructions for Applying Online

  1. Fill the Online Application Form (between 23rd May 2021 to 23rd June 2021).
  2. Follow the instructions given in the form for filling the online Application Form.
  3. Once payment has been officially received, the candidate will be able to see her/his completed form. You can edit your form even after the payment till the last day for applications
  4. Last date for receipt of Application Form: 23 June 2021


The admission process for MPP 2021-22 will take place in three stages.

  1. Online Entrance Test dates will be announced on the college website (tentatively at the end of June)
  2. Interviews dates will be displayed on the website post the entrance exam
  3. Final Admissions


The names of candidates who qualify for the interview stage will be displayed on the College Website.

Initially, only those who secure the top 100 scores at the On-line Entrance Test will proceed to the interview stage.

Uploading of Documents for Completing Application

Students need to upload scanned copies of the following documents at the time of application submission:

  • A letter of recommendation with Personal Name, Designation, Affiliated Organization, and Contact Details of the Recommender. The Recommender should be familiar with the applicant’s academic and work performance. The college may contact the Recommender for further information.
  • Statement of Purpose mainly reflecting on the question ‘Why do you want to join a Master in Public Policy Programme’. (800 words).



Details of 2021 Online Entrance Test

Date of Online Test: Will be announced later (There will be a mock test of short duration to familiarize the applicant with the software for the entrance exam)

Entrance Test Duration: 2 hours.

Maximum Marks of Online Entrance Test: 100 Marks

Online Application Form and MPP 2021 Entrance Test Fee: Rs. 2500/-

Timings: Slots will be automatically allotted and are non-negotiable. You will be communicated with your exam slot via an email separately.

A mock online test will be conducted for the applicants, the date(s) for which will be disclosed later via e-mail to you. This mock procedure session will help the registered applicants to familiarize themselves with the online test process. NOTE: the outcome of this session will have no bearing on the scores of the final test.

Provisions For & Documents Required From Students With Disabilities For 2021 Entrance Test

For students with disabilities, 30 extra minutes will be given. The exam will be conducted on the same day at a different time slot

In order to avail of the above provision, students with a disability will have to upload proof for the same while filling out the application form and apply under the special category.

  • The certificate will have to be a valid Disability Certificate (From a Government recognized authority)
  • In the absence of submission of the documents, the provisions stated above will not be available.

**Special Category refers to Wards of Transferred State / Central Government and Private Sector employees, employees of Defense Department / Ex-Servicemen. Wards of Freedom Fighter Award Winners at District/State/National Level in Sports or Cultural Activities.

If a candidate wishes to apply under the special category the candidate has to first click on the General category and then select the special category and then the subcategory under it.

Admissions for this course will follow the relevant Government and University Directives pertaining to Minority Colleges, and the extant practices of the Autonomous College. 

Candidates applying in the Special category have to first select the General category and then select the appropriate special category they wish to apply to. 

Candidates applying under the Christian minority have the option of applying for the Student with Disability category provided they upload the supporting documentation.

Reservation of Seats

As per the Judgement dated 12th October 2017 of the Honourable Bombay High Court vide Writ Petition No.1726 of 2001, Minority Colleges do not need to set aside seats for Backward Classes. This was reiterated by the University of Mumbai Circular (No.Aff. / Recog.I / Admission (2018-19) / 10 / of 2018) dated 30th May 2018.

This Judgment renders null & void the Directives regarding Reservation of Seats given by the University of Mumbai vide Circular No. Spl. Cell (68) / 218/ 2005 dated 3rd June 2005 [i.e, SC (13%) / ST (7%) / DT(A) (3%) / NT(B) (2.5%) / NT (C) (3.5%) / NT (D) (2%) / OBC (19%) / SBC (2%)].

  • The Merit Lists are time-bound, in keeping with the dates, as will be mentioned in the Admission Notification.
  • If a candidate in the First Merit List fails to complete the admission process within the stipulated date and time as mentioned on the notification, their candidature stands lapsed. The candidates in the Second and subsequent Merit Lists will subsequently be offered admission.
  • Candidates who accept the offer of admission shall pay the necessary fees (as displayed on the College Website or College Notice Board or College Handbook).
  • Fees for the Course once paid will not be refunded.



General Information For Those Seeking Admission In St. Xavier’s College (Autonomous), Mumbai

At the time of admissions, the candidate must submit the Degree Marksheets in original and two attested copies of the same and one attested copy of other relevant documents as mentioned below:

  1. Bachelor’s Degree Marksheets – (Original + 2 attested photocopies)
  2. Baptism Certificate (For the Minority community – Christians) 
  3. Documentary Evidence regarding special category (if applicable)

Provisional Eligibility Certificate: Students passing Degree Examinations from Universities other than Mumbai University or from a Foreign University have to apply for a Provisional Eligibility Certificate issued by the University of Mumbai at the time of admission through the College. The duly filled in forms are required to be returned to the College with an attested copy of the Degree marksheet and a passport size photograph along with a prescribed fee of Rs. 320/- for eligibility and Rs. 500/- (towards verification of documents) totaling Rs.820/-. The other documents that have to be handed in are: Degree Marksheet (original), Pass Certificate (original) and Migration Certificate (original). The duly filled in application form will then be forwarded to the University of Mumbai for issue of the Provisional Eligibility Certificate.

Students passing Degree Examinations from Mumbai University will be required to submit the Transfer Certificate issued by their respective Colleges. This needs to be submitted after the completion of the admissions process of St. Xavier’s College.
